Position : Contract Administrator

Job Purpose

To be responsible for provision of procurement support and contract administration services to Programme Management in conjunction with Corporate Procurement Department (CPD). Whilst the position holder will work and support Programme Management Team and be based in Taweelah, the functional control and reporting shall be with CPD.

 

Key Responsibilities

Core Responsibilities:

Pre-award Support:

Review the scope of work and other technical information provided by End Users and/or consultants for completeness and consistency from Contracts perspective.

Review Completion Schedule proposed by the End Users.

Draft pricing schedule for ITT packages.

Coordinate with End User in development of technical tender submission requirements.

Assist End User in preparation of Technical Evaluation Criteria aligned with technical tender submission requirements.

Coordinate pre-tender meetings and site visits with End User, as required. Also, coordinate to obtain access pass as required for Site Visits.

Compile / review responses to Bidders’ queries on Scope and Completion Schedule in coordination with End user.

 

Post Award Contract Administration Support:

Perform contract administration activities pertaining to bank guarantees, insurances, etc. and draft necessary letters / memos to be issued by CPD / Programme Management.

Provide contractual advice to End Users.

Review contractors’ letters having contractual implications whether in terms of cost, time and / or any other terms and conditions of the contracts and draft responses to such letters. All communications having contractual implications shall be routed through CPD.

Review change requests, and draft Change Notices where required.

Review and evaluate variations and claims, and draft 

recommendations as required.

Draft Variation Orders where approved.

Review contractors’ invoices from contracts perspective.

Review PAC / FAC to ensure that the same are as per contract requirements.

In case of delay in completion, assess applicability of Liquidated Damages.

Draft contractual letters and memos as required.

Attend meetings with contractors on contractual matters.

Perform close-out of contractual matters upon completion.

 

People Management Responsibilites:

Work with Programme Management team with functional reporting to CPD.

 

Strategic Responsibilities:

Ensure understanding, adherence and participation in relevant HSE requirements.

 

Knowledge and Skills

 

Educational and Technical Qualifications:

 

Bachelor’s Degree or equivalent in Engineering (preferable) or Business Administration

 

Language Skills:

 

Written and Spoken English is essential.

 

Years of Experience:

 

5 – 7 years of experience in pre-award and post-award contract management

 

Nature of Experience:

 

At least 2 years of experience in managing contracts in client organizations
