Manager – HSE Oil & Gas JOB DESCRIPTION To lead and manage the implementation, monitoring, and enforcement of Health, Safety, and Environmental (HSE) requirements across Port Cluster Oil & Gas operations. The role is responsible for safeguarding personnel, protecting the environment, and ensuring operational continuity in high-risk operational environments. The position provides technical leadership and oversight to ensure compliance with Abu Dhabi regulatory requirements, international standards, and AD Ports Group Integrated HSE Management System requirements, including ISO 45001 and ISO 14001. It also supports operational excellence through effective risk management, emergency preparedness, business continuity planning, and the promotion of a strong safety culture. Core Responsibilities: • Lead the development, implementation, and continual improvement of HSE procedures, safe work instructions, standards, and guidelines across Oil & Gas operations. • Ensure compliance with applicable regulatory requirements, including Abu Dhabi HSE regulations, Civil Defense requirements, environmental legislation, and international best practices. • Lead Process Safety Management (PSM) initiatives, including Hazard and Operability Studies (HAZOP), Process Hazard Analysis (PHA), and Management of Change (MOC) processes. • Oversee permit-to-work systems and ensure adequate controls for high-risk activities such as hot work, confined space entry, lifting operations, and simultaneous operations (SIMOPS). • Lead incident investigations, root cause analyses, and implementation of corrective and preventive actions to prevent recurrence of incidents. • Develop and maintain emergency response plans and coordinate emergency preparedness activities, drills, and exercises. • Maintain Business Impact Analysis (BIA) and Business Continuity Plans (BCP) to ensure operational resilience during disruptions. • Monitor HSE performance and prepare reports, dashboards, and recommendations for senior management. • Ensure environmental compliance through effective management of waste, pollution prevention, and sustainability initiatives. People Management Responsibilites: • Manage, coach, and develop HSE Engineers and related personnel within the department. • Promote a positive HSE culture through awareness campaigns, training programs, and leadership engagement. • Ensure employees, contractors, tenants, and service providers are adequately trained and competent to perform their duties safely. • Support contractor management processes and ensure compliance with HSE requirements across all operational activities. Strategic Responsibilities: • Drive the Port Cluster Oil & Gas HSE strategy in alignment with AD Ports Group objectives and regulatory requirements. • Identify emerging risks and recommend strategic initiatives to improve HSE performance and operational resilience. • Support business growth and project development through HSE reviews, risk assessments, and compliance evaluations. • Strengthen stakeholder relationships and maintain effective engagement with regulators, tenants, contractors, and government authorities   Educational and Technical Qualifications: • Bachelor’s Degree in Occupational Health & Safety, Environmental Science, Engineering, or related discipline. • NEBOSH IGC, NEBOSH Diploma in Oil & Gas, or equivalent recognized HSE qualification. • Advanced training in Process Safety Management (PSM) and Incident Investigation methodologies. • Lead Auditor certification in ISO 45001 and/or ISO 14001 is preferred. • Additional certifications in COSHH, HSE Risk Management, Advanced First Aid, and Control of Major Accident Hazards are advantageous. • Strong knowledge of Process Safety, Risk Assessment, Emergency Management, Environmental Compliance, and Integrated Management Systems. • Proficient in Microsoft Office applications and report preparation. Language Skills: • Excellent command of Arabic and English (written and spoken). Years of Experience: Minimum 7–10 years of progressive HSE experience within Oil & Gas, refinery, marine, industrial, or similar high-risk environments. Nature of Experience: Proven experience in Oil & Gas operations and associated HSE management systems. Experience in contractor management, regulatory compliance, emergency response, and operational risk management. Strong analytical skills with proven experience in incident investigation, trend analysis, and implementation of preventive measures. Explain and obtain necessary approvals for any deviations supplemented by execution plan to carry out all work in accordance with Company codes, standards, and procedures. Prepare capital and operating budget for planned project work requirements, monitor and control project expenditure on an ongoing basis to maximize efficiency in performance in relation to cost. Prepare various activities related to Project Management such as the preparation of basic data, specifications, and scope of work for contractors.  Check to ensure that such documentation conforms to existing design standards and provide guidance to other engineers and contractors to ensure feasibility and cost effectiveness of proposed designs. Provide general supervision over Contractors’ construction work to ensure conformity is carried out to established schedule, approved standards, and authorized budget.  Monitor progress of project work and reports to Management accordingly. Liaise with the Management to ensure safety of Project in the event of major emergency, preparing and presenting to Management alternative strategies for Project execution as per adherence to procedural / legislative standards.     Functional Plans & Budget Prepare annual and revised capital and operating budget for planned project work requirements, monitor and control project expenditure on an ongoing basis to maximize efficiency in performance in relation to cost whilst ensuring maintenance and repair requirements and calculating materials usage for all engineering & maintenance activities are carried out within the approved budgets. Maintain the project budget for delivering the project within the budget defined. Under the direction of the COO, develop and manage the execution of work schedules ensuring that project jobs are carried out timely, efficiently and cost effective with adherence to HSE standards. Analyse and control expenditure of costs in line with the Company’s objectives and best interests. Incident Investigation: §  Assist Offshore HSE officer for investigations into the causes of HSE related incidents and prepares reports with recommendations for remedial action.   §  Reports submitted on time. §  Matters of concern are brought to notice, with sound recommendations for remedial action. Post-Operations Reporting: §  Assist to prepare “Contractor’s Performance Appraisal”. §  Assist to completing document lessons learnt on the MODU with key personnel assigned to the well operations including services contractor personnel during the well campaign.   §  Complete all necessary post-well operations related documentations to the Bunduq and industry’s standards. §  Deliver all lessons learnt to various levels within Bunduq.   COMMUNICATIONS & WORKING RELATIONSHIPS: Internal: Senior Drilling Supervisor, Operation Technical Lead, Offshore HSE Officer External: Drilling Contractor personnel on the MODU, Services company personnel.   Knowledge, sKILLS & EXPERIENCE: Knowledge: BSc, both engineering and supervision aspects in the well operations on the MODU to the industry recognised standards, Offshore HSE management system to cost-efficiently in safe and environmentally friendly manner, Business practices in offshore drilling industry.
